Commercial EPC By January 2009, the action of selling or renting of a commercial building, triggers the need for a commercial energy performance certificate. On Constuction EPC By October 2008, if you are selling a building before it has been built, you will need to provide the prospective owner a full On Construction EPC and recommendation report. Display EPC DEC are required for Public buildings over 1000sqm occupied or part occupied by public authorities or by institutions providing public services, such as Council offices, Schools, Colleges, Universities and Hospitals and any other building accessed by the public. This is in addition to the requirement for an Energy Performance Certificate when a public building is constructed, sold or rented out. This is a requirement from January 2009.
